Motivating Reps through Plan Mechanics

Hi, I'm curious how anyone in the community thinks about building specific comp plan mechanics around a floor or minimum attainment threshold to earn commissions. Is this a good strategy to motivate reps and weed out underperformers? Also, would a comp plan like this be applicable to SMB and Enterprise sales?
